What You Need to Know About Balance Billing

Efforts to protect patients from surprise balance billing by out-of-network providers continue to be areas of key legislative focus at both State and Federal levels. Join us to hear more about the various efforts and how health plan out-of-network cost containment strategies are impacted by these developments.

You will learn about:

·     The evolution of current surprise billing legislative policy
·     Overview of elements of state and federal policy proposals
·     Pending surprise billing legislation and its impact on providers, patients, 

      employers, and payers
·     What this means for Health Plans and plan design strategies as we gear

      up for 2020.


Getting Comfortable with the SECURE Act


This presentation will cover the changes plan sponsors and service providers should become familiar with, including:

  • Dealing with the required minimum distribution changes in 2020
  • Other changes awaiting regulatory guidance
  • What about joining a “pooled employer plan”?
  • When are plan amendments needed?
  • The bonus change for pension plans hidden in the law

 

About the Presenters:

Jessica Rothe, MBA, CCEP, has been in the HR and compliance field for over 13 years. She is HMA’s compliance expert and has been part of the HMA team since 2008. She advances and implements HMA's compliance programs and is responsible for addressing healthcare compliance and ethics issues pertaining to related regulatory affairs and product marketing for the company.

Jessica stays informed of new laws, regulations, and industry trends affecting the company and proactively identifies and addresses compliance issues and recommends new or amended healthcare and related compliance and ethics policies, including specifying actual or potential implications to existing business operations, procedures, and practices.

Stoel Rives attorney, Howard Bye-Torre has been assisting clients with employee benefit matters relating to health, cafeteria, other welfare plans for more than 25 years. Howard advises clients on ERISA, federal health care reform (ACA), HIPAA, COBRA, HITECH, USERRA, FMLA, Medicare Part D, Medicare Secondary Payer, wellness programs, same-sex marriage and domestic partner issues, mental health parity law, the Americans with Disabilities Act, nondiscrimination rules, federal tax issues, and other state and federal law benefit topics. In addition to his work with ERISA plans, he has extensive experience with governmental and church plans.


Jeff Belfiglio is a partner in the Bellevue, Washington office of Davis Wright Tremaine.  He has 35 years experience practicing in the employee benefits field.  Mr. Belfiglio graduated from St. Louis University (summa cum laude).  He received his J.D. from Stanford Law School in 1982 and was elected to membership in the Order of the Coif.  He is a member of the Western Pension and Benefits Conference, co-authors the EBIA Cafeteria Plans Manual, and is listed in The Best Lawyers in America.

* NOTE:  This presentation is approved for one (1) hour of Continuing Education Credit by the Washington State Office of the Insurance Commissioner.

In order to received these insurance credits YOU MUST be seated for the presentation within 5 minutes of the session beginning.  You are allowed a break, but you must limit your time outside the presentation. The Insurance Credits are for one hours.  NO PARTIAL CREDITS awarded. You cannot sign out early.   

The Washington State Office of the Insurance Commissioner requires each producer requesting credits must sign the form with their licensed name and write the time of arrival. Only upon completion of the session, you must initial out and write the time.
